Data Specialist

Sacramento, CA

Capio Group is looking for a Data Specialist specializing in Data Strategy and Governance Planning!

Scope of Work:

The Data Specialist will work within the team to develop a comprehensive data strategy and governance framework, including implementation plans, technology, resources, and timelines. The Data Specialist  should possess extensive experience in developing data strategies and governance plans for local and state agencies.

By implementing this comprehensive Data Strategy & Governance Plan, the Client seeks to foster a data-driven culture that enhances transparency, accountability, and efficiency in the decision-making processes. The plan should address immediate data challenges and position the Client to adapt and thrive in an increasingly data-centric environment while maintaining the highest standards of privacy and security.

The data specialist is expected to deliver tasks including but not limited to:

  1. Analysis
    • Research, evaluate, and critique the current City data policies, practices, and procedures.
    • Engage key stakeholders from selected departments to understand their data sources and needs.
    • Establish a procedure to determine data requirements, assess business implications, analyze risks, evaluate feasibility, and identify short-term and long-term opportunities for improvement.
  1. Data Governance Framework Development
    • Define the purpose and goals of data governance within the organization.
    • Develop data governance policies and procedures.
    • Identify and assign roles and responsibilities for data stewardship.
    • Develop data security policies and procedures.
    • Develop data quality management practices.
  1. Data Strategy Development
    • (Short-term, quick wins) Establish a business capability to develop and sustain a living data strategy process that continuously monitors and defines prioritized business outcomes.
    • (Long-term) Formulate a technology road map that aligns with the organization's business objectives.
    • Create a roadmap for implementing the Data Strategy, including identification of priority areas for quick wins.
    • Analyze and recommend the resources and budget requirements to initiate and sustain the data program.
  1. Technology and Infrastructure Evaluation
    • Assess the organization's existing data infrastructure and technology stack.
    • Identify any gaps and recommend necessary technology upgrades or investments.
  1. Monitoring and Auditing
    • Develop a data monitoring and audit plan to ensure ongoing compliance and data quality.
  1. Change Management and Communication
    • Develop a change management strategy to ensure a smooth adoption of the Data Strategy and Governance Plan.
    • Create a communication plan to keep stakeholders informed and engaged throughout the transformation process.
  1. Documentation and Training
    • Document all Data Strategy and Governance related policies, procedures, and guidelines.
    • Conduct workshops and training sessions to educate key stakeholders about the importance of Data Strategy and Governance. This should include raising awareness about data-related risks and opportunities.
  2. Artificial Intelligence (AI)
    • The Data Strategy should include an assessment of AI solutions and how AI can be used safely and effectively by the City to enhance services and solutions.

Mandatory Experience:

  1. Minimum of five (5) years of experience leading the implementation of data

  2. Minimum of five (5) years of experience constructing data models; defining governance for data modeling and design standards.

  3. Minimum of five (5) years of experience leading or establishing an enterprise data governance program.

  4. Minimum of three (3) years of experience in data modeling and query analysis tools (e.g., ERWin, ER/Studio, etc.) and SQL.

  5. Minimum of three (3) years of experience as a database administrator/developer performing data modeling and database design in Oracle or MS SQL server for custom and COTS IT applications.

  6. Minimum of three (3) years of experience with any programming language
    (Java/C/C++/Python).

  7. Minimum of three (3) years of experience leading the identification and classification of data for security categorization in compliance with State Administrative Manual (SAM) section 5305.5, Federal Information Processing Standards (FIPS) 199, and National Institute of Standards and Technology (NIST) 800-60.

  8. Minimum of three (3) years of experience performing data mapping, classification, and analysis for multiple IT systems and interfaces.

  9. Minimum of two (2) years of experience supporting data analytics and reporting using tools such as MS Power BI, Oracle Business Intelligence, Tableau, or any similar tool.

Desirable Experience :

  1. Minimum of three (3) years implementing or working within a Change Management System.
     
  2. Some familiarity with incorporating data from enterprise systems such as Oracle PeopleSoft, OpenText Documentum, Accela, CitizenServe, Oracle CC&B, ESRI ArcGIS, Salesforce CRM, CityWorks, and Infor EAM.
  3. ​​​​​​​Experience cleansing and compiling datasets for Business Intelligence and AI use is highly desirable.

Technical Lead

Scope of Work:

Capio Group is looking for a Technical Lead to work as part of the team to provide the client with consulting services to conduct a business process reengineering analysis and tool assessment on the client’s existing Pay Letter process.
The goal of the assessment is to identify opportunities to streamline and optimize the salary drills, and the approval of the drills through the Pay Letter process for efficiency and timeliness. The assessment shall include an analysis of the existing processes and tools used to develop the drills and create and issue a Pay Letter. The consultant shall use the analysis results to identify and recommend the Pay Letter drills and process and tool (technology) improvements that will result in optimal Pay Letter processing efficiency. The proposed solution or solution assessment must involve all applicable business/program stakeholders and subject matter experts and be compatible with the client’s IT infrastructure. The team must also develop an implementation plan including organizational change management considerations that the client can execute to move from the current state to the optimal state.
Tasks including but not limited to:

  • Project Reporting
  • Business Process Reengineering (BPR) Plan
  • Existing Process Assessment
  • To-Be Processes Assessment and Recommendation

Mandatory Experience:

  1. Within the past ten (10) years, must have Five (5) years of experience in software development and system design.
  2. Within the past ten (10) years, must have Five (5) years of experience with designing and implementing complex, scalable, and distributed systems.
  3. Within the past ten (10) years, must have Three (3) years of experience with database design and optimization.
  4. Within the past ten (10) years, must have Three (3) years of experience creating and communicating architectural diagrams, models, and specifications.
  5. Must have a minimum of five (5) years of experience aligning IT systems with organizational business processes. At least three (3) years of that experience must have been in a lead capacity.
  6. Requires the possession of a bachelor’s degree in an IT-related or Engineering field. Must provide a copy of the diploma upon request. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Desirable Experience:
  1. Experience developing and delivering project status presentations and/or project briefings for various audiences as requested (project team, stakeholders, and executive management).
  2. Experience assessing software tools, defining software and other technical requirements, and evaluating overall technical solutions.
  3. Experience writing project documents, including technical diagrams, technical roadmaps, technical risks, and technical recommendations that are aligned with business requirements.
  4. Experience using Microsoft software tools, notably MS Teams as a team collaboration tool and MS Project for managing schedules.
  5. Experience planning and executing organizational change management practices on a large-scale project across diverse stakeholder groups.

  3. Within the past ten (10) years, must have Three (3) years’ experience developing implementation plans to transition program staff from the as-is state to the optimal to-be state.
  4. Within the past ten (10) years, must have Three (3) years’ experience authoring complex reports and technical documents, and documenting lessons learned for business process reengineering projects.
  5. Must have a minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
  6. Must possess a bachelor’s degree. A copy of the diploma must be provided upon request. Additional qualifying experience may be substituted for the required education on a year-
    for-year basis. 

Desirable Experience:

  1. Within the past ten (10) years, must have Three (3) years’ experience authoring complex reports and technical documents, and documenting lessons learned for business process reengineering projects.

  2. Requires a minimum of five (5) years of broad, extensive and increasingly
    responsible Project Manager project experience applying project management principles,
    methods, techniques, and tools. At least three (3) years of that experience must have been
    in a lead capacity.
  3. Must possess a bachelor’s degree. A copy of the diploma must be provided upon request.
    Additional qualifying experience may be substituted for the required education on a year-
    for-year basis. 
  4. Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of the certificate must be provided upon request.
    The PMP certification is required and may not be substituted with additional experience.
Desirable Experience:
  1. Experience developing and delivering project status presentations and/or project briefings for various audiences as requested (project team, stakeholders, and executive management).
  2. Experience coordinating, authoring, and delivering written monthly status reports representing the team’s efforts, demonstrates compliance to contract terms, and highlights project management control of a project.
  3. Experience planning and executing organizational change management practices on a large-scale project across diverse stakeholder groups.

Software Developer

Scope of Work:

Capio Group is looking for a Software Developer to work as part of a system integration team to provide solution implementation, software licensing and maintenance, and optional post-implementation services for the Client. 
The team will develop and implement a Salesforce solution that will replace the client’s existing thirty-one (31) existing program area applications (primarily Microsoft .NET), which often supports overlapping functions, each with its own interfaces and unique outputs. The solution must eliminate the manual effort to process Accounts Receivable (AR) and Accounts Payable (AP) for a number of program applications while continuing to electronically process the $1.5 billion annually (and 100,000 transactions per year) for the fund  which is currently managed via Oracle E-Business Suite. 
The implementation services include all the work required to prepare, modify, and configure the solution to meet solution requirements including the preparation and loading of data, system testing, applicable training, organizational change management, go-live and post-go-live support.

The Software Developer has overall responsibilities for solution development in alignment with the functional requirements, business needs, and design documentation. Specific tasks including but not limited to:

  • Works under the direction of the Solution Architect and the Project Manager.
  • Develop software for the solution. 
  • Implements quality assurance processes for solution development in alignment with all testing plans.

Mandatory Experience:

  1. Within the  last 15 years, served in a lead role on a complex IT project(s) for five (5) years with a contract value of at least ten-million ($10M) dollars.
  2. Within the  last 15 years,  served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for two (2) years developing and configuring solutions requiring integration of two (2) or more cloud-based SaaS solutions/modules.
  3. Within the  last 15 years, served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for two (2) years that involved interfacing with a cloud-based SaaS solution(s) with two (2) or more existing systems.
  4. Within the  last 15 years, served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for two (2) years developing technical system documentation and providing knowledge transfer support to client IT staff.
  5. Within the  last 15 years, served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for two (2) years on a Salesforce solution. 
  6. Must be able to provide references for all projects used to meet the Mandatory and Desirable Qualifications.

Desirable Experience :

  1. Within the  last 15 years, served in a lead role on a complex information technology (IT) project(s) with a contract value of at least ten million ($10M) developing financial solutions that interact with the Financial Information System for California (FI$Cal) for one (1) year.
